[Bug] Derived loaders does not respect causality regions

Derived loaders are not respecting causality regions.
Entities created by file data sources are not allowed to be loaded from an onchain handler but it can be loaded when entities are linked via a derived field in another entity.

Adding my .02 as my questions generated this issue. Being able to access ipfs entities within chain handlers, similar to the now deprecated ipfs.cat, would be a huge asset. I understand wanting to ensure integrity of chain data, but being able to inform chain events with off-chain data allows an incredible amount of flexibility without using a db
