x/build: LUCI post-submit dashboard UI known issues

We're aware of some issues in the User Interface of the LUCI post-submit dashboard (https://ci.chromium.org/p/golang/g/go-gotip/console). This is an umbrella tracking issue to collect most critical ones that affect the Go project's migration to LUCI.

• row misalignment - in some cases, rows aren't correctly aligned (crbug.com/41484350, screenshot)
• accessibility issues (crbug.com/40262374)
• no paging (only links for up to the 200 latest commits are available)
  • a workaround to see beyond 200 commits: can modify the ?limit=nnn in the URL directly

The LUCI team is working on improvements to this UI. We'll update this as progress is made.
