Fix broken builds

We're having the following issues with the builds:

• Detecting the MySQL 8 docker image as being up and ready to run when it's ready
  • Could be an issue with binding to 2 sockets or an issue w/ our docker networking config
• Race condition in Cassandra
  • Probably a result of the Cassandra docker image not being ready or gocql driver not being thread-safe

This issue blocks future releases as the releases are dependent on successful builds

Seeing this authentication plugin is not supported in the logs for the failing MySQL 8 test makes me think that we're hitting this issue: go-sql-driver/mysql#785

Race condition in Cassandra tests might be due to using a global DB lock that's not actually locking.

Related, most DB drivers aren't properly locking either. For that issue, see: #31

Not sure why the keyspace isn't available in Cassandra. The failing Cassandra tests have the following log statement: error: failed to connect to 127.0.0.1:32807 due to error: Keyspace 'testks' does not exist

Builds are now fixed and should be stable now that we're using dep to manage dependencies
