TODOs for the Vue3 refactoring

After the #20044 (Vue2 to Vue3 refactoring) is merged, now Gitea uses Vue3.

There are some TODOs for the refactoring:

1. Update the development guideline and documents.
2. The heatmap style problem, will be fixed in a new PR
