The tag will disappear if a draft release has been created with it

Description

In most cases, a draft release has no tag related to it, see #15058 (comment) .

However, if I did create a draft release with an existing tag, the tag will disappear.

1. Push a tag, and everything is OK.

2. Create a draft release with the tag.

3. You can see the new draft release, but the tag is gone.

4. Delete the draft release, and both the release and tag are gone.

5. However, the tag actually exists.
