Description
Removes description field from Personal Access Tokens. We're not using it in the first iteration, and we can add it back in if needed.
Technically, the field removal is not backwards compatible but because there is currently no traffic on the Token Service, we can do this safely.
The DB column will be removed in #14902, once this change lands in Prod.
