Terminals using wrong location after workspace restart

Bug description

When restarting any workspace the working directory of any terminal seems to be /workspace instead of /workspace/EXPECTED. This breaks all tasks.

Steps to reproduce

1. Start a workspace.
2. Stop the workspace.
3. Restart the workspace, see it's no longer using the same working directory as in 1.)

That was actually fixed in #9007 and we've just deployed it to PROD. 🎉
