Automate releases of JetBrains Gateway Plugin on Marketplace's Stable Channel

Currently, we need to build locally the gateway-plugin and manually publish it to Plugins Marketplace.

We should automate this process to release it to Marketplace's Stable Channel whenever a change on gateway-plugin component is merged into the main branch.

• Now that [werft] only publish jetbrains gateway plugin when relevant file changes #13923 and Change also "pluginSinceBuild" property when updating JetBrains Plugins via GitHub Action #13904 have been merged, we're considering publishing to Stable what is currently being automatically published to Nightly.
