Curently teams without billing configured (billing strategy = other) cannot be attributed usage.

If a team has available credits (through a credit grant) or a non-zero usage limit (through a usage-limit adjustment) the team should be able to attribute usage.

This would enable unbilled teams to work e.g. for Open Source or Startup programs.
