Change team scope selector to personal account when navigating to personal usage or user settings #15012

Problem to solve

Following the recent changes to the dashboard navigation and the introduction of usage pages under personal account, visiting /usage and any other page under user settings can be confusing as it does not clearly indicate if usage or settings are related to the selected team in the team scope selector or the personal account of the user.

This is because we now remember the last team selected, which makes sense for the rest of the dashboard UX.

This also led us to introduce workarounds like changing page titles to explicitly mention whether users are seeings team usage or personal usage.

Proposal

Let's 🅰️ change team scope selector to highlight the personal account and 🅱️ activate the menu item, when navigating to personal usage page (/usage) or any page under user settings like /account, /tokens, etc. ⚫
