Stopped workspaces that were started more recently are still listed above running workspaces.

After stopping the second workspace

Steps to reproduce

1. Start a workspace (A)
2. Start one more workspace (B)
3. Stop the second workspace (B)

Workspace affected

No response

Expected behavior

The stopped workspace should move below the running workspace.
