Indexer: calculate matching estimates based on donation amount and QF algo

User Story:
As a Grants Stack developer
I want to receive accurate estimates of donation matching data
so that I can expose that data to the end user

Acceptance Criteria

GIVEN that a donation qualifies for a nonzero matching amount
WHEN the results are returned
THEN it should be an accurate matching estimate based on our current QF algorithm
