I still haven't got time to try using ARM64 runner for ARM64 docker build (do you think that will solve the problem?)

Anw, I think we can temporary disable it for now as we don't have much time to fix it.

The ARM images are not very useful for inference until runtime detection of CPU features is implemented anyway, so I don't think it's a big loss to disable them at this point.
