Add some common sound files (wav, flac, ...)

Literally, I think this is an interesting content addition, and I am also interested in who adding color functions to stdlib: mainly for coloring the console, so that we can easily get multiple colors. 😉

I think this could be considered in scope, similar to functions to work with image files, since stdlib has a general-purpose aim as well. Is there any Fortran package that we could use as a starting point?
