I tested with npm install --save firebase-tools@14.2.2 and it works

Thanks for reporting this and for sharing a workaround @bkingsleyc! I'm able to reproduce this issue. It looks like the Firebase CLI isn't properly parsing the inputs. I'll raise this to our engineering team.
