Description of the Change

Update the version of PyScaffold to the latest version due to a problem with packaging.
I also removed python2 from tox since it is deprecated.
Note that most of this change is done with automation, using PyScaffold's own tools.

Alternate Designs

Due to a change in distutils and higher versions of Python we'll need to either update PyScaffold or find the exact package combination that works with our older version. I chose to update as it is more future proof.

Benefits

This will allow us to keep packaging Eiffellib.

Possible Drawbacks

I might have missed something. Python packaging is not my strong suit
