Unified app model routing

[surayya-MS]

• add Router component into App.razor
• make MapRazorComponent use App.razor
• change MapRazorComponens to always render the root component (App.razor)
• create IRoutingStateProvider to hold the RouteData
• use IRoutingStateProvider in Router to avoid routing twice
