Mark hotfix release 5.39.1

This is to mark hotfix release 5.39.1.

The previous release was facing some issues because of underlying changes to
tools used during deployment on Windows, and issues with default JDK version
on homebrew creating issues for JBMC.

These issues should now be fixed, so this release is to cover for the build artifacts
missing in the previous scheduled release.

• The feature or user visible behaviour I have added or modified has been documented in the User Guide in doc/cprover-manual/
