Disable analyze suppresses markers but does not stop analysis

When one disables analyze, the editor still seams to sometime rebuild the workspace (in particular it often happen if I push "save all"). This introduces blocks at about 15-20 seconds (in a 50k Dart app).

It would be nice if I could get a immediate save so I can jump to the command prompt and execute unit tests after I have altered a bunch of files (even better would be for "run" (in the editor) not to block waiting for the files to be saved - so I don't have to go to the commandline to execute tests).

AnalysisServer correctly ignores libraries/folders marked using "Do not analyze".
Should be fixed once we globally turn on AnalysisServer.
