Discontinue `--legacy-packages-file` flag

We temporarily introduced the flag pub get --legacy-packages-file as part of the .packages breaking change (dart-lang/sdk#48272).

That breaking change is going out in 2.18, so in one stable release after that we can remove this flag again.
