Links to <a> tags stopped working on pub.dev

Previously, both of these links were navigating to the corresponding section of the README.md file. Recently, it stopped working on pub.dev, but still works on GitHub.

This appears to be a pub.dev bug to me.

The link itself is implemented in the README.md like this:

@s0nerik: thanks for reporting this. I don't remember any recent change related to this, at least not in the past two months or so, but we should check if there was a regression and its reasons.

This is aside, also highly subjective: in this specific case, I think the long title is a bit too long, and maybe ## Supported observable types could be read better. But that doesn't affect the investigation of the above.

The landed fix will allow the <a name="x"></a> named anchors, however, please note: the name attribute is listed as deprecated, and one should use the id attribute instead: https://developer.mozilla.org/en-US/docs/Web/HTML/Reference/Elements/a#name

E.g. in markdown, <div id="x"></div> or <span id="x"></span> could work similarly, and would pass the HTML sanitization we are using.
