dartdoc should use analyzer to resolve ambiguity in commentRef resolution #1397

@Hixie noticed in flutter/flutter#9726 here that comment references sometimes are labeled ambiguous even though there's an identifer in scope. #1390 changed how we use the analyzer and so now we need to reintroduce it as a disambiguation for these cases.
