Since we have bumped clang-tools from 0.13.1 to 0.14.0 (which supports v19 binaries) in #288 but we did not release it.
should we release our draft this month https://github.com/cpp-linter/cpp-linter-action/releases/tag/untagged-3db49d0cbad23b018bfb as we haven't released a new version in a quarter?
