Don't reuse term "note" for normative requirements in tables

See #4744 (comment), the linked https://www.iso.org/sites/directives/current/part2/index.xhtml#_idTextAnchor333 and in particular its "For rules on notes to tables, see 29.5.1." reference. Using "note" suggest that these are not normative requirements.
