The release script doesn't exist anymore.

That document should be changed. It is quite out of date. The release script previously ran standard-version which we dropped in favor of release-please in this commit edd3c7f

Using release-please eliminates or changes many of those steps outlined in the RELEASE_GUIDENLINES.md document.
