Expose stage features (#27)

* Add passing of args and kwargs to Model.

* Change ResNet classes to functions.

* Change time distributed ResNet classes to functions.

* Add include_top to TimeDistributed ResNet.

* Update doc for blocks.

* Add passing of args and kwargs to Model.

* Output intermediate features (for FPN/FCN purposes).
