Add rule to handle space-infix-ops

see eslint/eslint#10922 and eslint/eslint#10923 JamesHenry/typescript-estree#17 and #85. basically, i'd like to add an extension to the core space-infix-ops rule (PR is coming), or reimplement the whole rule, and add an advice in the readme to disable the core rule in favor of the typescript-specific one.

i'm closing this as eslint/eslint#10935 resolved the issue
