CodeBuildEvent missing a phase-type

Seems that the documentation here: https://docs.aws.amazon.com/codebuild/latest/userguide/sample-build-notifications.html#sample-build-notifications-ref skips a reference to phase-type "QUEUED"

Expect that should be a const in codebuild.go and that the tests try it also.
