Maintenance: update versioning & banner for v2 release

Summary

Last week we released v2 of Powertools and yesterday we announced v1 entering maintenance mode and its end-of-life date (09/01/2024).

We should update the docs to reflect these milestones by changing the message in the top banner as well as the upgrade & versioning pages.

Why is this needed?

So that customers reading the docs have accurate and up to date info.
