haskell/actions/setup@v2 is not allowed to be used in apache/opendal. Actions in this workflow must be: within a repository that belongs to your Enterprise account, created by GitHub, verified in the GitHub Marketplace, or matching the following:

I was going to use haskell/actions/setup@v2, but it seems to be disallowed, and I'm not sure it would be faster if I used it.
