Prevent publishing from the wrong branch

We should change our publish process to ensure that we're publishing the right thing. For example, blocking publishing a new patch version from the minor branch. We can require that you only publish from the appropriate branch (6.x, 6.4.x, master, etc.) for the version you're trying to publish.
