The 3rdpartylicenses.txt does not contain the licences for all packages in package.json. 
For example licence for Angular Material is missing.

Filled this issue in the past and it was resolved but now it seems to be back again.

Repro steps

I presume run
ng build --aot --prod

This appears to be a bug but we will need to look at a reproduction to find and fix the problem. Can you setup a minimal reproduction please?

You can read here why this is needed. A good way to make a minimal reproduction is to create a new app via ng new repro-app and adding the minimum possible code to show the problem. Then you can push this repository to github and link it here.

App uses angular material but it's license is not listed when building with "ng build --aot --prod"

I could reproduce using the repro in #11263 (comment).

I tested manually including #12352 and could verify material was there. This will be released in the upcoming @angular-devkit/build-angular@0.9.0-beta.4.
