PolyKit transferred to Tenacom organization

I have transferred the PolyKit repository from Buildvana to Tenacom, as part of the decommissioning of the Buildvana organization.

As a consequence, starting with version 1.0.2-preview, PolyKit adopts Tenacom's community health files, build scripts, and policies (including, as the release's name gives out, versioning policy).
