User authentication workflow 

### Description
We need to integrate pow https://github.com/danschultzer/pow package to achieve the registration process.
There will be 3 fields for a user. Name, phone, and password.
Phone field will be unique
 

### Acceptance criteria
When frontend will make a request to the endpoint a user should be created with all the values and returns the user-id
