The (undocumented) feature of creating a blank issue by linking to
<repo>/issues/newthat we used inconfig.ymlto have issue creation as the last choices no longer works. This URL now redirects to<repo>/issues/new/choose, showing the list of choices as a full page, and clicking "Want to report an error in the specification?" now again shows this same page of choices.Changes in this PR
