* expand the Travis CI ARM64 builds to include Python 3.6 and Python 3.8, using separate workspaces to pass data between stages for them

The build passed. The only thing maybe it would be nice to add is a job name so the travis-ci.com summary is a bit nicer. |

Ok, I've opened a separate issue for the "job names," which I think extends beyond the ARM64 entries as well. I'll go ahead and self-merge with CI all green. |

That's my plan, for Linux ARM64, yes; just keep in mind it is free time only so it takes me a while |

Probably won't work on first try, but it looks like we do have support to release ARM64 wheels with
1.5.3
