[bugpoint] Fix bugpoint for LLVM_ENABLE_EXPORTED_SYMBOLS_IN_EXECUTABLES=Off.

Building with -DLLVM_ENABLE_EXPORTED_SYMBOLS_IN_EXECUTABLES=Off should not prevent use of bugpoint plugins. This fix uses the approach implemented in llvm#101741.
