build(deps): bump cacheable-request and webpack-cli

Removes [cacheable-request](https://github.com/jaredwray/cacheable-request). It's no longer used after updating ancestor dependency [webpack-cli](https://github.com/webpack/webpack-cli). These dependencies need to be updated together.
