Broken Links workflow fails: Github CLI fails to detect existing issue

Tonight a lot of broken links workflows failed due to an outage of Spring Boot docs.

However when re-running the workflows the issue is not closed despite lychee reporting no problems.

Upon closer inspection it looks like the GitHub CLI fails to find the issue.

Was rolled out last week globally on GHA:
