Add a better time picker

Current timepicker it is to annoying. I need to open picker every time when i want to change hour, minutes or seconds.
http://element.eleme.io/#/en-US/component/time-picker#arbitrary-time-picker - a very good example that we can use.

The picker has not automatically closed when you want to change hour, minutes or seconds.Please update to v1.0.12
