This PR internalizes the base64-js package, making it no longer available as an external import. It is currently used only as part of the openId module.

Breaking change:
It is no longer possible to import from @umbraco-cms/backoffice/external/base64-js.

Replacement:
Use window.crypto (https://developer.mozilla.org/en-US/docs/Web/API/Crypto) or include base64-js as a dependency in your project.
