[LV] Disable epilogue vectorization for FindLastIV if start is poison.
Back-porting properly freezing of the start value during epilogue vectorization (2bdc1a1) is non-trivial. For the 20.x release, just disable epilogue vectorization for FindLastIV reductions where the start value may be poison or undef. Fixes llvm#126836.
