Changes the audience URI format to be in line with Azure's recent restrictions.
Note: This change shouldn't land until the corresponding shared-infra change in https://github.com/stacklet/shared-infra/pull/987 is deployed to all customers.

The prior URI format is no longer accepted for new applications.

Tested in sandbox environments.
