Support EncodedResourceResolver in the resource chain auto-configuration #13242
Description
As of SPR-16381, the GzipResourceResolver will be deprecated in favor of EncodedResourceResolver, which will support gzip and brotli encodings.
The current auto-configuration also configures the VersionResourceResolver ahead of the GzipResourceResolver, where it should be the opposite order (this will be documented as part of SPR-16381).
The current configuration key is spring.resources.chain.gzipped - this issue should change that key to reflect the broader support brought by SPR-16381.
