Support Docker runtime with deployment archive.

Users can currently choose between using a Docker runtime, with the handler as an image tag, or a Binary runtime, with the handler as a file path.

OpenWhisk does support deploying both a custom Docker image with a deployment package. Runtime support for this option needs adding.
