0.4 Release?

Hi,

Thank you for this awesome collection of metric learn tools!

I am wondering when is 0.4 planned to be released? Looks like 0.3 was released back in July 2016, and 50 commits have been made since then.

Sure anyone can use the master version but it makes it much easier to use pip install metric-learn and that currently gets you a 2 year old version.
