Consideration: Adopting Samsung/netcoredbg instead of vsdbg

Since vsdbg has the problem that it cannot be used with fork IDEs other than Visual Studio Code, we need to configure it to use only Samsung/netcoredbg's debugger while maintaining the benefits of automatic builds.
