Reasons for the request

I am migrating pandas-gbq to my team's release infrastructure (googleapis/python-bigquery-pandas#367). As part of this task, I need to grant PyPI permissions to our gcloudpypi bot, but I am unable to manage permissions.

As you can tell from the GitHub contributors, I'm the primary maintainer of this package: https://github.com/googleapis/python-bigquery-pandas/graphs/contributors

I've checked with past maintainers @jreback and @parthea, but neither is able to grant me permissions.

What level of permissions do you have on https://pypi.org/project/pandas-gbq/?
I'd like to invite gcloudpypi to the project, but I guess I only have permissions to publish packages, not change permissions.
