I am migrating pandas-gbq to my team's release infrastructure (googleapis/python-bigquery-pandas#367). As part of this task, I need to grant PyPI permissions to our gcloudpypi bot, but I am unable to manage permissions.

I'd like to invite gcloudpypi to the project, but I guess I only have permissions to publish packages, not change permissions.

I just realized today that I don't have permissions to modify the list of maintainers on https://pypi.org/project/pandas-gbq/
