doc/testing: move doc/testing to doc/dev/testing (#425)

To prevent confusion with the `test-framework` directory and the
`testing` directory for the sdk's own tests, this commit moves
`testing` under the `dev` folder, which should contain all docs
regarding development of the sdk (including testing).
