We stream our conference call straight to YouTube so anyone can listen to it live, it should start playing at https://www.youtube.com/c/nodejs+foundation/live when we turn it on. There's usually a short cat-herding time at the start of the meeting and then occasionally we have some quick private business to attend to before we can start recording & streaming. So be patient and it should show up.

doc: deprecate NaN or negative number as delay to setTimeout and setInterval

Ideally, I'd like the TSC to make a strategic decision here (is it ok to deviate from web standards for bugs and if so how and how much). I feel like I've been blocking it for a while and I hate doing that (though I'm not the only blocker) so if people feel strongly it's also fine to vote.

(My point is just that we should be consistent in how we deviate from the behavior of browsers - I am fine with any behavior nothing/warn/error as long as it's consistent in web (like) apis going forward).
